It is a hassle if there's no Western Union near them, it can be a hassle to deposit cash into an account if they do most of their business and record keeping in PayPal, maybe they are disabled and can't get out of their house easily to go get the money--you never know!
Or maybe they just remember back a few years ago when eBayers, both buyers and sellers, who used Western Union were always some sort of scammer (sad but true).
