My little sister is wearing this to a party(minus purse and shades) and wants some suggestions.

How old is your sister? If she's quite young then I'd just stick with a bit of lipgloss, mascara and perhaps eye liner.

I think the dress looks very cute! You could definitely dress it up with accessories like bangles, cocktail rings and earrings or necklace.

I tend to not wear earrings with necklaces...it's a bit much but there's always an exception to ever rule

i think she could choose colourful bangles or beaded necklaces to add a bit of fun to the outfit and neutral makeup so that it isn't over the top.

Shes 17. I think neutral makeup is good.

She has this purple heart necklace she might want to wear.
