The thighs are VERY narrow and tight, like all J Brand jeans. I have no thigh whatsoever and I ended up sizing up, only because I couldn't get them completely zipped up.

I would size up, especially if you have thigh.

i have dark vintage j brands and i sized down. j brands are super stretchy.

J brands do stretch for sure, so I generally get one size down.

dark vintage, IMO, seems to be one of the stretchier J Brand denim. I had to size down because I had a gap at the waist with my usual size. Like the others have mentioned, the thigh area can be tight. It depends on how you like your jeans (tight thighs and fitting waist or looser thighs and looser waist - at least for me!).

Is the J brand KAT true to size? I am regular 25 on Joe's, 7 for all mankind, paper denim, citizens of h - but my j brand cigarette in 25 seems a little loose... so KAT being a wide leg, would a 24 be ok for me ?

It depends on wash and style. I have cigarette leg in Dark Vintage. It's TTS. I went down one size for 10" skinny in Ink and Charcoal.
