Yes, I love this look. I'm 5'2" and prefer to wear boots with a chunky heel over jeans. The biggest problem for me is finding boots that fit over jeans because I have muscular calves. Recently got a pair of Frye Carmen boots (see link) to wear over jeans.

I'm 5'3" and I do it all the time. Looks great. And I do tend to pair it with fitted tops (sweaters, military-style blazers, etc.) -- not super tight, but I've never worn the jeans/boots look with anything flowy on top.
