IMO, fall and winter = completely closed toes. If it's not snowy or icy, I think slingbacks and d'Orsay styles are great options should you want to show a bit more foot.

I just bought the cutest peep toe flats, and I've worn them on the days where I get into my car in my garage and do not need to go anywhere where I'd have to park outside - in Seattle, peeptoes and puddles don't mix...

I think that in the fall it's ok. With tights. That's a very hot look right now... Now I don't really believe in any type of open toe shoe when it's 40 degrees outside. So winter...no.
