i could be totally wrong on this one, but i just read Us Weekly and Nicki hilton was pictured wearing a very similar dress (maybe even the same one? i forget) and the magazine said itwas her design.

I guess she's coming out with a new line and this may be a dress from it?

I read that same article its from her new line forgot the name but its another one of her family nicknames.
