This isn't correct. An auction can have a $9.99 start price, and a $100 BIN. As soon as someone puts in a bid for $9.99, the BIN option goes away.

On some higher ticket items, the auction price has to hit a certain % of the BIN price for the BIN price to be removed. This is in place to eliminate bidders who put in the lowest possible bid to end the BIN.
