"Waitlists" do not mean anything anywhere.. If you have enough money and influence, you can bypass any "waitlist" system.
The only purpose of the "waitlist" system is to provide a sense of exclusivity - If everyone was able to get a certain design, no one would want it! It aids in the distribution of the stock of a particular item, but in no way does it guarantee you that item.
I have purchased many items that other people had been waitlisted for, without having my name on the list. I have even purchased items that were sold out in the U.S., but they transferred them from European stores for me.
When it came to repairs, I had to wait forever to have things repaired and shipped back to me. Now I wait no more than a week! That includes the time that it took to arrive at the repair facility, the repairs themselves and then return shipping!
It's all about the relationship that you build with the store employees. The Manager of my boutique knows my shoe size and my favorite color. The employee that does my heat stamping knows my initials, my SO's initials and even my dogs initials! The security guards greet me by Mr. and my last name and ask about my life and recent events that we have discussed previously. My SA knows the name of my Mother and Sister - She hasn't even met them!
Once you spend enough time and money in one boutique, develop a relationship with the employees, take an interest in the lives of each individual employee - You will understand what makes a "preferred" customer preferred over someone who has only visited the boutique a handful of times.
Louis Vuitton is a company and the first priority of a company is to make money. If they know that a particular customer is interested in a certain item and this customer spends a significant amount of money with them on a regular basis - They are obviously going to sell it to this customer over one that has spent very little or no money with them in the past. As long as they keep their "regular" customers happy, they are establishing customer loyalty and customer loyalty is key to the long-term survival of a company.

Its really discouraging. Waitlists don't have much meaning then at LV.
