dimension of top of neverfull when not cinched?

I think the dimension of 12.5 is the bottom of the bag and was wondering if anyone can measure the top of the bag when the sides are opened. I was trying to get an idea of how far it comes out when worn on the shoulder. Thanks so much!!!!
