Totally stupid question... Red neck during period?

I feel like an idiot for even asking this because it's so insane! I've had this happen a few times over the past couple of years and it's really odd! A small patch or strip on my neck will become BRIGHT red for a few days during my period! It's ONLY during that time, and always on my neck! Like I said, it doesn't happen everytime, but it does happen sometimes. It's freaky! Anyone experienced anything like this before?

Is the patch really hot? Sometimes I get hot flash/flushes around that time - it's the hormones.
