I think the best you can do is to make sure none of your friends fall "victim" to the bags.
just because crimes are being committed and no one is reporting them, doesn't mean you (general) should follow suit.

I have one for you, they used to sell fake designer bags in the government building next to me! I complained and they got rid of the vendor. So you can do something!

I think you should SEE if the bags are actyually fakes first or just knockoffs because you could be getting people in trouble who dont deserve to be or shutting down a legitimate "business venture" without there being a reason to. I personally would just not purchase it if you dont like it.

Counterfit papers would give a student at the university a grade he/she did not deserve. That is why it is a no-no. A fake bag has no baring on how well you do in school.

I have seen university policy (on other subjects) changed for the better because students rightly have called the administration out on policies that allowed unethical or, (what is usually the case in my area) un-environmental.
Good point. However, people are so quick to point and shout "OMG ILLEGAL!" but only over the things that they themselves disagree with. Just like to play devil's advocate
