Hmm I'm not sure how cutthroat ComEd is, however my only experience with something like this is when my DH and I bought our house, we sent all the information for our utilities to our builder, who was going to setup all the accounts (ComEd, Nicor, water, etc). So fast forward 10 months and we have never received a bill from Nicor. We called them and they never linked our name with the account number, so we finally got a big bill we had to pay for the last 10 months of service.

I suspect that ComEd will contact the leasing company and get her name from the lease, and send her a bill. If she doesn't pay it then she will get sent to collections.

ImASadGiraffe, you know how bad Illinois's mail system is. Especially Chicago's, which is verifably the worst in the nation.

My mailman literally THROWS all mass-mailings like ComEd bills onto the ground with a rubber band around them. You have to sift through to find your own bill. I'm sure a lot of people fail to register because of instances like that.

is your friend destitute? why would she avoid paying a utility bill?

it is like riding a bus/subway/trolley without paying...waiting to see what will happen if you are caught.

this says something about her character, most responsible adults pay their bills.

Yeah our mail system sucks. We have a rural mail carrier and it takes FOREVER to get our mail. Things get lost all the time. I missed a party once b/c I never got the invitation!
