You might want to also find your range of voice --- if you can't sing really high, can you sing lower notes? That's why people are classified as mezzo-sopranos, sopranos, etc. Not everyone can reach those high notes, and not everyone can reach lower notes. A lot of it is just your physical capabilities.

Bottom line...if you can't sing some what decent now, you never will be able to. Yes, you can take lessons and you can get better, but people like Mariah Carey and Patsy Cline have a natural gift that you can't learn. If you can carry a tune, but can't hit certain notes, then yes, you can work out your vocal chords to possibly hit certain notes, but if you can't carry a tune, it's not going to work out for you.
