Talk to an Immigration lawyer.

He might be inadmissible. Take a look at INA 212(a) or its under 8 U.S.C.A. 1182 (it is a really long section on the grounds of inadmissibility into the U.S.). Be patient if you look at it, I sometimes go a little nutty looking at it, there are so many little details. But maybe there is a waiver available? But they take a looong time. Anything immigration related is slow.
