Hola Chica. I think it is possible for an SKB to be temporary, but most I have seen are permanent.

That I do not know, sorry. Not surprised her prior ID is NARU. She was a frequent NPB from what I could tell.

I know.. but you have to view this from an ADMIN perspective... 200,000+ members and ADMIN is somehow supposed to referee who is screwing who?
And then discern if the complaints are valid AND if someone needs to be banned? For something happening OFF the forum?
Not very feasible. It's not a rule everyone likes.. it's just a rule that IS.
