The nerve of this seller I got an email from ebay stating the seller wants to cancel the transaction and I am going to decline.
Will I have a non payment strike against me since she refunded me?

^^ You will not get an unpaid item strike.

If for some reason she is able to give you one, all you have to do is file an appeal to eBay giving them the PayPal transaction number which is proof that you paid. You'll be fine.

I haven't cancel the transaction and the seller just relist the bag.
Is she allow to do that?

Call ebay and ask them that question. I think your situation needs to be settled before she can relist the item. Technically, that is your bag until your auction is voided.

Out of curiosity, how much more did she list the bag for than was your winning bid?
