Do this! Do not agree to cancel. She probably will not follow through with the sale and there is not really anything you can do about it. Except report her and leave neg FB.
I have dealt with this before. At least she was honest, most of mine make up excuses about being broken or torn all of a sudden.

So the seller refunded me today and said she is sorry but the bag I worth more so I am going to give my first negative feedback.

Pretty sure you can still report her for non-performing seller and give the neg. Did you open a PP dispute?

Yes, open a dispute with Ebay! She can't get out of it just by refunding you, she needs to learn thats not how Ebay works.

You can't open a PP dispute for an item a seller refused to sell. Had the buyer not gotten her money back, then she could've opened an INR dispute. As many have mentioned, she can report the seller to eBay.

You are correct, I tried but I cant since she refunded me.

Nothing much, as far as I know. She'll get a NPS strike, which will make a difference if she has been reported before and/or if she gets reported again. I'm not sure how this works kuz I've never gotten one.

Wow, she is something else. You got a lot of good advice. As a newbie she should really not be throwing a fit over the price she sold it for since it's most likely going to give her negative feedback and a report from e bay. I think your doing everything you should be doing. If she still is being stubborn then give her a negative, I'm sure that will get her attention.

I don't think you should tell her you're going to leave a neg, because she can report YOU for "Feedback extortion." Kinda crazy. Did you nicely ask her to honor the transaction and she said no? I guess the refund was her answer. How much is the bag worth just out of curiosity? Do let us know what ebay says about all this - after you filed the report, I mean, if they respond and how?

the bag retails for $598 but she got it at a outlet and I paid $200 plus $25 shipping.

I just left my very first negative feedback and now her feedback is 90%.
Correct me if I am wrong but seller with a feeback under 97% has no Paypal protection or is the buyer who purchase from seller with feedback under 97% has no protection

Yes, I would not agree to mutually cancel the transaction. You probably still won't end up with the bag, but at least you can proceed with filing a report against the seller.
