Just tell her to play by the rules. Can't believe her!!. Couple bucks make her break rules, is just a person with no values and ethics. She was selling it, you won, you paid her. Now, she wants to get more money and doen't want to sell it. What a mess is that person.
I am sorry that you had to deal with a dishonest person like that.

Like mmmsc said, you can't force her to sell it to you. But you can decline to "mutually withdraw" or cancel the transaction, and you can also report her as a non-performing seller. Sorry you weren't able to get the bag. It sucks.
Yeah she has only sold two items on ebay.

Just make sure you have paid her so you can't get a non-paying strike.

That explains it. Unfortunately, a lot (I would say the majority) of people start buying and selling on eBay without going over the buying and selling basics info posted on the website for all to see. Either she doesn't realize how badly she messed up and the consequences of that, or she doesn't care. Either way, her actions are out of your control.

I'm a believer in always trying to resolve issues as amicably, stress- and negativity-free as possible, and I do cut people slack kuz I try to treat them like I want to be treated unless they're begging to be treated otherwise. I've never been in your position, but I would have a hard time letting this one slide because it's such a blatant disregard not only of rules but of your "rights" as a winning bidder willing and able to complete the transaction.

No one can't blame you for being pissed, and what else could you leave but a Neg?

If the seller only has two positive feedback. One negative means a lot to her. (Maybe she doesn't realize?). Give her a lowest rating star and a negative feedback. She might not be able to relist the bag unless she changes her ID.

She had the bag with a start bid of $150 and there was one day remaining and no bids so I email her and ask if she would consider a BIN she said no, then a couple hours later she said I will do a BIN for $200 so I agree.
She was the one who said $200 plus shipping.

Would e-mail the seller and remind her that she has entered in a mutually binding contract.

If she thought she could get more for the bag and hasn't ,that is really her issue not yours.

Would not suggest mutual cancelllation of the transaction. Would kep all the e-mails
and if neessary forward them or discuss with ebay representative.

The right thing to do, is for her to ship you the item.

Many sellers have made errors and that is what business is about. If you have made the
error, one has to take responsibility for the mistake.

Sure she has has enough experience to know this is all about.

As long as she put the BIN on the listing you're OK. If by any chance you get a non-payment strike come thru, respond to it with the transaction number of the PayPal payment.

Did she add a BIN to the listing or did she end the listing and you paid directly through Paypal?

Edited to add: Does she even have enough feedback to use BIN?
