Default Paypal question

I need to send someone a payment for a non eBay transaction. A small $2 payment.

The seller only wants a non cc payment. I have no $$ in my Paypal account now. If I pay using my bank acct will the seller have to pay fees? I know if I have $$ in my Paypal there is no fee to send cash, right?

Thanks for your help. I tried looking thru PP for answers.

If the receiver of your payment has a personal account and you send him/her a payment with Paypal balance or checking account, I don't think he/she will be charged any fee. But if that person has a business account, no matter what kind of payment you choose, he/she will be charged a fee from Paypal.

I don't see how the recipient will know the difference of whether or not you've paid with a credit card through PP or a checking account.

I have sent MANY invoices via PP for my design services (outside of eBay, of course) and once I get that receipt from PP telling me they have paid, there is no way to know (on my end) how they paid. Just that it was through PP.

I think they're afraid of a chargeback, but for a lousy $2? Seems silly. Just pay her with a CC and be done with it. She won't know the difference.

I am sure it a personal acct. She did not invoice me, just gave me the addy to send the payment. I just think she doesn't want to pay any fees and I don't blame her.

I would mail her the cash, but PP is faster.

It doesn't matter if you initiate the payment or she does. If she has a premier or business account, PP will still charge HER, the recipient, the fees. Like I said, I do this all the time (both sending and receiving payments) and I still pay their fees because I have a business account.

If the seller has a personal account she will need to pay a fee to accept credit card payments (and also personal accounts have a limit on the amount of money they are allowed to receive via credit card payments - over that amount you need to upgrade to a premier or business account). If you send someone with a personal account a payment from your banking account, they will not be charged a fee.
