OH! I was reading your original post and thought "that never happened to me. I wonder what she's talking about?" but now I know, because it just happened to me TODAY! I sold a pair of shoes and now PP sends me this email:

NOTICE OF PAYMENT RECEIVED - PLEASE SHIP ITEM
Dear xxx,

You've received a payment, detailed below. We’ve placed a temporary hold on the funds for this transaction.
PayPal and eBay are working together to make payments for eBay items even safer. Because we want both buyers and sellers to feel confident about sending and receiving payments through PayPal, we may temporarily hold payments for items sold on eBay.
Make sure to ship the item right away, so you'll have access to the funds sooner. We’ll release the hold in 21 days unless you receive a dispute, claim, chargeback, or reversal on the transaction subject to the hold. We may release the hold earlier if either of the following occurs:
The buyer leaves you positive feedback on eBay.
We confirm that the item was delivered.* We can confirm delivery if you ship the item with USPS, FedEx, or UPS and either use PayPal shipping labels or upload tracking information from the transaction details page. This applies to transactions within the United States.

The only thing was I shipped it overseas and UPS was soo expensive!!

This happened to me selling Coach purses. I was fairly new and Coach is a red flag because too many fakes are sold. PayPal blamed eBay, eBay blamed PayPal. I had 12 auctions going and 3 of them that I had to pre pay postage for so that I could provide proof of shipping and give it enough time so that my buyers weren't filing disputes with me.

They wanted my soc. sec #, birth date, picture ID, address and several other items)for me to confirm my identity before they would release my money and take the restrictions off my eBay account so that I could sell again.

But of course, eBay and PayPal got their sellers fees from me no matter how long it took for me to get my auction money

Talking logic to their customer service reps is a waste of time.

It makes a whole lot of sense to transfer $$ from PayPal to your bank account as soon as it shows up.

Yes, PP sucks!!

OK here is what I don't understand about this holding funds rule. Is this because the SELLER or the BUYER has somehow what they consider dubious financial credibility? If it is a new seller or or a buyer with bad FB or only a few transactions? I still don't know what triggers this (that they hold your funds). I have not had this problem yet, but I am expecting something at some point. Would the original poster here please explain what happened (how many FB she has, how many FB the buyer has). I am looking for some criteria for this rule!!!

I just had this happen too. I'm pissed because I need the money ASAP and wanted to transfer it into my bank account. So, I guess the only answer is to ship quick and hope that the delivery updates quickly so I can get my money. This new policy is so stupid!

It's a new policy that if you have less than 100 feedbacks or less than a 4.5 DSR rating they hold the funds. There are some other things too like if you've been an eBay member for less than 6 months. I sold an item on my eBay ID that I usually only use for buying and I only have 25 feedbacks on. PP just held the funds. I don't think it has anything to dubious financial credibility because even though I only have 25 feedbacks, my rating is 100%. My buyer also seems to have a spotless record. It's just another new dumb policy to screw over sellers IMHO...

well i've been a member since aug 01 and my buyer has 100% feedback (over 150) and I have 100% feeback as well (over 50). i've sold numerous CL's before...so i don't know...

all i know is this is STUPID!

I am currently selling on my old buying id to build up feedback and ALL my funds are being held. Even for the $5 ST john shirt I just sold. SO I have to pay for shipping out of my own pocket. I asked buyers to pay using revolutionmoneyexhcange and she flipped her lid. She is convinced I am a scammer, so she lectured me and said she does not trust me, so she does not want her Dooney.
So the only thing I could think of to do was refund everybodys money and send a request for money through paypal and do not reference eBay and see if they will pay that way. 1 has paid so far with no hold. Or you could get a merchant account that accepts paypal. SUcks that there are no other options and we have to wait for our money for 21 days or for the feedback that buyers could care less about leaving.

PP is also holding my fund now - I just sold a chanel bag for about 2000 bucks. This is the 1st time this happens to me, and my bag is authentic and I have 100% positive feedback (though I only have 44 feedbacks, I don't sell/buy that often on eBay...). The bag should arrive today and my buyer promised to leave me feedback as soon as she gets it. She sounded very nice and friendly so I am having my finger cross that she will get it today and leave me a positive feedback today!
