Default Is it normal for sellers in the US to not accept PayPal from overseas buyers?

In my case.. Singapore?

I think it just depends on the sellers preference since paypal takes a higher fee for international payments (I think it's 3.9% for any international payments) as opposed for funds received from their own country.

it's common to US sellers as they will not accept paypal if the address is not confirmed. That's why overseas buyer may have to pay other source of pymt not paypal since our address is not confirmed. Only US paypal accounts have confirmed addresses.

IMO, yes, very common. B/c of the issue involving non-confirmable (unconfirmed) address -- any address outside the US/Canada/UK is non-PayPal-confirmable (at this time). And unless the seller is part of that "Expanded Protection Program" (newly being tested, who knows if it's reliable), there's 0 seller protection against illegitimate chargebacks when a seller takes the risk of accepting PayPal and shipping to an unconfirmed address. That's why with high-value items most sellers would refuse to take PayPal when shipping overseas (other than UK/Canada). There ARE reliable alternative payment methods though, namely, Google Checkout -- whereby buyer pays by credit card and has full protection thru their CC company (and also thru Google, as Google Checkout requires seller to provide proof of shipping/delivery), and seller has seller protection thru Google Checkout (against illegitimate chargebacks)....so at least through Google Checkout the risk isn't unfairly skewed towards one side more than the other.

I learned the hard way and coming from the side of the seller and the large chunk of PP's fees. The buyer was Canadian, did two PP transactions to cover the cost because PP wouldn't allow the amount in one transaction. I lost several hundred dollars to PP fees. I won't even take PP for U.S. purchases unless the seller pays the PP fees. More sellers are now stating the fees are to be paid by the buyer. IMHO, PP is beyond greedy. If I'm correct, PP owns eBay now, so do the math. I'd rather wait for a check to clear, get a m.o. or do a wire transfer rather than feed the greed machines.

I'm getting pretty pissed with eBay with all the restrictions and PayPal too (I can't even send money because of some random restriction.. which defeats the purpose of signing up bc that was what I wanted to use it for!)

I don't mind using Wire transfer.. the thing is that it is pretty expensive to do so!

You should try a bank transfer instead. It's much cheaper. When I accept one from international buyer's it only costs me $10 to receive. It cost my last international buyer $40 to send and I split the cost with her.

Other way around. eBay owns PayPal.

That is against eBay policy/rules and can/should be reported.
