International buyer short paid on shipping fees

An international buyer won an item from me without asking for postage rates. As soon as the auction ended, an e-check payment was sent via paypal. The buyer did not wait for my invoice, so I could adjust the shipping rate from domestic to international. I'm angry because the buyer knows the the shipping rate listed was for domestic mail. I sent them an email letting them know that they have short paid me, and I also sent an invoice for the additional fee. They haven't responded yet. They only owe me $8, but to me it's the principle of the matter. I just get so nervous about international buyers because I hear of so many scams. Should I swallow my pride and just ship the item minus the $8, or should I refund?

wait for the $8 - if they do not pay it- refund

^exactly- be sure to tell them that you're not shipping out the item until you're paid in full.

im from asia and i wait for the seller to send me a new invoice...its just common courtesy
