Default how to cancel a BIN?

eBay support isn't available on weekends, so i'm hoping one of you will know how to do this --

my listing stated US only unless agreed otherwise, and prior contact required from 0 feedback buyers -- so of course a 0 feedback buyer in france hit BIN. i don't want to ship outside the US for a buyer with no feedback (and who can't follow directions). but the only option i see to get my final value fees credited is the NPB process. but surely there must be another way to do that (she said hopefully . . . ).

You really need to talk to eBay on Monday about this. However, here is a Trust & Safety number that is answered 7 days a week: 1-866-442-3229. In the meantime, if you specifically stated in your listing that you do not sell to international buyers or to zero fb bidders, you may report the auction as "unwelcome buying." You are probably going to have to file a dispute and do a mutual withdrawal in order to get your fees back, but if you report the listing, you don't have to go through with the sale.
