How to Tell if a Buyer has a Confirmed Address before Sending Invoice

Hi All -
Sorry if this has been posted before. I state in my auction that buyers must have a confirmed Paypal address. Is there some way to tell if the buyer who won the auction has a confirmed Paypal address before you send the invoice? I have clicked on the buyer's name and all I get is their feedback page. The only time I have seen it so far is after the buyer has paid, which seems a little late to cancel the transaction...
Can you refuse to sell to them if they do not have a confirmed address?

no, i don't think you will know till after they've paid, i know some will refund the payment and ask the buyer to confirm (if they live in a country where they CAN confirm) then ask them to resend the payment

You can go into PP and select under Payment Preferences to NOT ACCEPT an unconfirmed addy or to ASK FIRST before accepting. If they have a non confirmed address the payment will not be accepted or respectively you will be asked...
