Help! Is there a way to find past eBay ids of "new" bidders?

I thought I remembered seeing some website that told you what peoples past IDs were...in my case I have someone w/0 feedback who joined eBay a day ago and I want to know if they had a previous ID

I don't think there's a way to tell what IDs a person had in the past if they make a new account. If they switched IDs on an account by renaming it, you could look at them on eBay and see their previous names. But there's no way for eBay to know the Jane Smith who signed up three years ago and has 12 negs is the same Jane Smith who signed up again yesterday.

A very long time ago, one could uncover this via
cross-referencing email addresses.
eBay took this and many other tools away from members.
