If he won this item, it is a binding contract and he must pay. Since he refuses to pay, you must wait 7 days after the listing ended and file a non paying bidder strike. At that point Ebay will contact him for payment, if he refuses again, you will have to wait another week until you can file the non paying strike against his account.
He needs to understand there is NO negotiating AFTER the winning bid is made. Ebay makes is VERY clear that he agrees to all your terms prior to bidding. Good Luck!

Buyer: loyalizer
Item #: 380168590015

No response to emails and invoices. When I called registered phone number, was told I had the wrong number and was hung up on! She/he's still buying, though. Reported inaccurate registration information to ebay and filed a NPB form.

Chiaosy - to file a non paying bidder dispute, just go to item in My eBay and under ACTIONS, I think there is a drop down box that has "resolve a problem". Click on this and it tells you what to do! I don't have an auction to test this on so if it doesn't work, just do a search under HELP for "non paying bidder" or "resolution center". Good luck! http://resolutioncenter.ebay.com/

Here is another problem EBay buyer-she sent dozens of emails asking to buy things from me "directly"-a big EBay no-no and then also asking for a break in price. At the prices she wanted to pay, I would have lost money. She eventually buys something from me and now wants to return it as it is too small(the measurements were included in my listing) and she doesn't believe she can make a profit reselling it! After further inspection, I see she has done this to many other sellers and has quite a history on toolhaus.org! I received an email from another seller asking if I had problems with her and unfortunately for this other seller, this nasty buyer put a CURSE on her and her kids! Yikes! Beware!!

Here is her EBay ID: danish529

AVOID and put on you BLOCK BIDDER LIST!

It's down to 4 days now to wait, then lodge unpaid item claim wait 4 more days then you can close it. Make sure your future listings say 4 days to pay.

09dns - beware of this buyer - claimed item not in box after she decided she bid on the wrong item. She faked photos to make the package look like it had been tampered with.

OMG! I had this happen last December, and she even filed with PP. Lucky for me the shipping label I had printed had a weight on it(that proved the box wasn't empty), and she waited 3 weeks after receiving it to file(very fishey). Very dishonest person. PP sided with me, and she has been blocked by me since!

Avoid ebay id: ntipton2003

Found every excuse in the book to bullying me to selling an item to her at my loss!
This woman gina has been a drama queen over a few dollars and would not see reason.
Avoid her at all costs!

Gave me a nice offer on Bonz, I accepted it. Waited until next day for payment but never did. I sent her 4 emails alerting her about it but she never responded. Gonna wait later today and see what happens. Unfortunately this is Bonanzle, so I have no other way to contact her except through Bonz's emails. I already relisted the bag and I'm worried that she might turn out to be a NPB.

Block this one: ayaah57 - won an auction and didn't pay. When I sent her a follow up e-mail her response was "yes, there's a problem. I was going to give it to my sister but I bought something else so I won't be needing it."
