Default DId ebay Change NPB policy?
I recently sold an Item on ebay. I allow three days for payment and and today is the fourth day with not contact from buyer. I went to the resolution center and the option to File NPB stated I had to wait until after the FOURTH day to file that. Did ebay change their policy? I know it used to be seven days.

This is the response I get

Sorry! You cannot open this case before Oct 25, 2009. You can only open the case 4 days from the end of this listing. During this time, please communicate with the buyer to try to resolve the problem.

Yes, ebay recently changed their NPB policy to 4 days. I think the buyer still has 7 days to respond but at least now sellers can file in 4! It's about time. Hopefully they'll implement some other changes as well ( like no neg feedback for buyers).

Great! I hated waiting the seven days to file, when my own personal policy is three. I still think waiting seven days for the buyer to respond is to much time.

I thought I read that the buyer has three days to respond, but it seems to be four now:

If you can't work things out directly with the buyer, you can open an unpaid item case in the Resolution Center.
Timing is important
Be aware of the timing for resolving your case, because there are windows for when you can open and close the case and be credited for certain fees.

You can open an unpaid item case in the Resolution Center as early as 4 days after the sale and up until 32 days after the sale if you don't receive payment from the buyer.

The buyer has up to 4 days send payment after the case is opened. During this time the buyer can also contact you to request a payment extension or another arrangement. Of course you can agree to the buyer's request, but you're not obligated to make special arrangements.

You need to close the case within 36 days of the sale date.

On the 37th day after the item has ended, if you haven't closed the case, eBay automatically closes it and you do not receive a final value fee credit. Your trading partner won't automatically receive an unpaid item on their account.

Once the case is closed by you or eBay, you can't reopen it.

Opening a case
Timeline: 4 to 32 days after the sale

If you have stated 3 days in your listing, then you are good to go with filing as soon as the day 4 system lets you.

But, like with the 7 day policy, it will be 4 days to the minute and the second after the auction.

I tried to open a NPB dispute this morning as well and received the same message, which is news to me.

Once the dispute is open, can the buyer leave a neg fb? Can the seller leave a neg fg after the dispute?

I think if the buyer pays they can leave a negative. Thats what worries me about opening a claim. That the buyer will eventually pay, then neg me in retaliation. Im a worry wort, what can i say.

Apparently, eBay did change it to four days, though in at least one of the help pages it still says seven. But, yeah, it's four.

For fear of negative feedback, I don't think I would open a case until day 7. What is the benefit of doing it on day 4 if they still have a total of 7 days to pay?

So I just closed a NPB claim 4 days after I opened it.

It looks like the new policy is: seller can file 4 days after non-payment and close the claim 4 days after filing.

Sooo much better than the old 7 days of waiting to be paid and then 7 days for buyer to respond.
