there is an app you can download on cydia called fakecarrier and you can change it there. Your phone has to be jb first

There's also an app in Cydia to DL called Make it Mine (MIM) which does the same thing. Have fun!

If your music is purchased from itunes yes you can make ringtones with it.

You can make ringtones with any song in your library, but I haven't done it in a while.

Here I'll cut/paste the instructions I had for doing it with Windows. Somehow I think there might be an easier way recently? You might google it, or maybe someone here knows. This should work, though.

Choose a song in iTunes
Right click and select “Get Info”
Set the length of the ringtone (no more than 40 seconds)
Adjust volume if necessary
Right click and select “Create AAC version”
Right click the new song and select “Show in windows explorer”
Change file extension from .m4a to .m4r
Drag the .m4r file to the Ringtones tab
Sync with iPhone
Delete any extra files
Reset original song length and volume
