Welcome to the club. As for your question, I can answer them but no guarantees cause its been sometime since I ship anything from US.

Your 1st Q was unclear. Did you mean you are in SG and you bought a bag thru the net from US and they are shipping it to you str8 to sg right. For US, they have no tax exemption so you will be taxed on your purchase depending on the state that the bag is sold.

Your 2nd Q. The US tax if there is any will be included in your sales receipt so you would have already paid that. For a SG tax, if your item is above $400 in value you will be tax the 7%gst. For payment, depends on the shipping agent you use, DHL/FEDex all the international freight companies will pay the tax first and will bill it to you later. For others like vpost, i am not sure.

Your 3rd Q. There are some exotic bag that doesn't need CITES but usually CITES will be attached as you need them to ship it internationally. Singapore is quite ok with the regulation of exotic leather so it won't be held up at the customs like in aus.

Your 4th Q. Nope you can't claim the tax back either for US or SG. US doesn't have a tax rebate system while you are living in SG now and there is no way you can claim the tax back for the 7% GST even if you are a foreigner.

Hope this helps. Oh and one more thing, for the info on CITES and the handling of exotics for shipping you shd look around the Hermes sub forum. The ladies there are very knowledgeable abt CITES.
