I have no idea I ws thinking Bruberry because of the belt around the bag but I know i'm totally wrong. Its definetly a bag that makes a statement. It a true red not the orange red that some designer use.

The way that leather folds into the chain looks like Marc Jacobs, but the bag itself, at first glance, looks like Valentino.

The tabs on the pocket remind me of the Chloe Saskia. And the Chloe Heloise had a metal and leather chain that's similar to this one. Maybe Chloe then?
