Interesting....now that Continental and United are merging, I am guessing that Continental will start implementing United's fees!

They didn't actually merge, but continental decided to join the Star alliance of several carriers which includes united airlines. They can basically book and ticket on each other while earning mileage credit, yet still operate as separate carriers with their own rules...not to say they won't adopt each others fees since carriers have a tendency to follow each other, alliance or not. Another group of airlines that does this is One World.
